Query to the Hive Mind

I'm a reasonably adept Paypal user since back in my eBay days. I went to send money yesterday and couldn't figure out what was wrong, so thought I'd ask y'all :-) I logged in fine. Entered the recipient's email fine. Takes me to where I enter the amount...only I could change it from 0.00. What am I missing??
